  1. Each street should be metered or reserved for ca1 with neighborhood zoned parking passes. Only ca1 registered in NY who have owne1 who live or work within 2 zones will be allowed to bid on the passes. Each year the passes will be auctioned off in a Dutch style auction.nNot all streets currently used for alternate side parking would be opened up to these annual neighborhood permits. Some of these streets should be used for additional metered parking with 24 hour maximums. The rate of the 24 hou1 will be based on the price of the annual permit for that neighborhood. The meter’s rate would equal 4x the cost of the price of the annual passes.
